Minutes of Meeting
December 13, 2011

Chairman DeBold opened the meeting at 6:00PM.  

2012 Budget:

Heritage:  The proposed budget is equal to last year’s budget.  Lucille Noel reviewed projects that are planned for 2012 these include: Grange Hall Window Restoration, Main Street Beautification, replant the Canterbury Road trees and various workshops.  No changes were made to the proposed budget.

EMD:  The proposed budget is equal to last year’s budget.  No changes.

Highway:  The proposed budget is up .19% or $752; which is due to an increase in heat expense as well as an increase in solid waste removal expense.  The One-ton is scheduled to be replaced this year.  There was a discussion about equipment maintenance.  Jim has moved $27,550 from the winter fund and put it into the asphalt line.  This change better reflects actual use of the funds.  Jim reviewed his plans for the asphalt in 2012.  The plans include work on Bear Hill, Lane Road, Higgins, Hillview, Swiggey Brook, Bailey, Jersey and Holstein Ct, Ring Road, Horse Corner and 30 culvert replacements. Jim said that he needs to update two miles of road per year in order to keep the Town on maintenance.
There was a discussion about why Canterbury Road is no longer on the schedule.  There was also a lengthy discussion about Fred Wood Drive.  Jim said he wanted to grind the road in 2012 and pave it in 2013.  The property owners do not want to leave it ground for any length of time.  They would rather leave the road as it is.  There was some disagreement as to the condition of the road.  All were encouraged to drive Fred Wood.  

There were no changes to the budget, but Jim was encouraged to look closely at line 4312-24 Chipper maintenance for possible cuts.
Selectmen:  Line 4153-00 Legal was reduced from the proposed $13,000 to $12,000.  

4415-10 Health Agencies:  The Community Action Program has asked for the same amount this year $2,899.  Last year CAP was the only agency that Chichester gave monetary
support.  This year they would like to also give to other agencies that support our Town.  The decided breakdown is as follows:

$2300 Community Action Plan
$500 Red Cross
$100 Crimeline

Health Insurance:  The Selectmen would like the Health Insurance line to reflect current enrollment only.

Welfare:  Nancy will ask Donna Stockman for an explanation of vendor payments.

The Budget Committee and Selectmen will meet again on December 20th at 7:30 and December 27th at 7:15.


Other Business

Food Pantry Donations:  Mr. DeBold made a motion seconded by Mr. Jordan to accept and authorize the expenditure of $100 received from Paul and Gwen Adams for benefit of the food pantry.  Motion passes.

Mr. DeBold made a motion seconded by Mr. Paveglio to accept and authorize the expenditure of $625 from Sparks Fly Fireworks and other anonymous donors for benefit of the food pantry.  Motion passes.

Accounts payable and payroll were approved.

A motion by Mr. Paveglio and seconded by Mr. DeBold to adjourn the meeting at 9:10pm.  Motion passes.
